[pskmail] IAC fleetcode download

I have added download of the FSXXX forecast file to jpskmail-0.9.3-3 and
to pskmail_server-1.0.39 (testable on PA0SON-4, 14107.00)
You can also test with older 0.9 client by sending ~GET2IAC

PS: PI4TUE is running as Igate at the moment, TX went down again after 1 week
service.
We are now looking to replace the IC756 with a IC7200...
