The new server first makes sure no other server thread is running by
killing
both fldigi and itself.
If no other server is running it is glad not to find a running process...
It then kills all fldigi threads to make sure no dead fldigis can
interfere.
Then it first starts a fresh copy of fldigi, and after that has
settled, the server
(rflinkserver.pl).
All this takes about 1 minute. It pays to be patient....
Advantage is that it will also do this when fldigi crashes without
warning.
