I dug into the code and did a test here and that is what I can see:
The igate and the server functions are separate at present. This means that:
a. The Java mini-server is not reported on the Pskmail "network" using
the PSKAPR id that was there under the Perl server. This information
was used to build the list of servers and was displayed in the PSkmail
user map page of the website.
b. The mini-server does not report connections from clients, the
"Gating <callsign>" messages on APRS like the Perl server used to.

c. The igate will send packets to APRS only if you perform a beacon or
send an APRS message to another station.
Now regarding the "Show APRS-IS" checkbox. This enables the display of
any APRS packet from the APRS-IS network that contains the "PSKAPR"
string.
So what you saw in logical since the beacon from 9A3LI was sent via
DL8JF-2 and contained the "PSKAPR" string:
"9A3LI>PSKAPR,TCPIP*:!4601.17N/01632.90Ey000/000/jpskmail 1.8.7"
Rein's and Per's plan were to have a more integrated set of servers
hence these messages to maintain a dynamic picture of the Pskmail
network.
If we think this is important I can add these functions in the Java server.

If I remember right in the old pskmail server were two aprs beacons
active. First the server checked if an Internet connection was available
and if that was the case it sents an aprs beacon to an aprs2 server.

if you need to edit the config file.
