[projectaon] Blank PA web pages

Cerulean has brought a problem to my attention. It seems that the
upgrade to PHP 5.4 has caused an issue to surface where if a non-ASCII
character is not properly encoded in the files that PmWiki stores web
pages in, it will return a blank page. I'm working on a solution.
