Message: first draft of builders are in

as long as there is a builder present he will build. builders will walk toward 
their destination but dont have to get there to build yet. I was just going to 
wait for the script run upon reaching the destination.

I added a status bar for how many houses there are.
I added global variables for the current houses, max houses, and max tiles.
I ripped off the troll art for the civilians civilians are a little smaller
Right now just one builder spawns but you can change that in the town lua

Currently my builder is sitting out attempt to call nill value errors but it 
doesnt have a line number so I'm not sure where he is bonking on. I bet it's 
movement related because he only walks to his first house but keeps 
successfully building

Current Trolls and builders do not interact but that will eventually change.
