Personally I would use Windows Xml Installer Wix. It's all xml so can inegrate 
with build processes very nicely, and you get an msi out.

sorry that was very unclear.  

I have an application I've just written and I need to make it available to
other partners in a research consortium.  I therefore need to write an
easy-to-use installer for the application.  I need to set up the usual kind
of stuff like installation directory, places where settings are stored,
places where user files are stored, that kind of thing.
