It is a free accessible RSS reader, made in Perl, and it has versions for Windows, Mac and Linux.
The link above is to the Windows version.

It has its own web server and it creates a GUI just for seeing some logs, but the news can be viewd in a web page that can be seen with your prefered browser.

It is open source, so you can improve it if you want.

FeedReader 2.90 is somewhat accessible. IE7 is quite usable. Google reader, reader.Google.com is manageable.
