For example, let's say that instead of static HTML pages, someone decides to create PHP pages from templates that have a bunch of includes that grab the old content. They could make the root names the same, and all the internal links would still work if Apache can translate the HTML extension to .php. Anyone from the outside would simply get redirected to the right page, but the page would be the new version. Thanks.
