Yes. You can download WordPress, as well as many plugins and themes
from there. You can also read a lot of documentation, but, having said
that, some of it isn't easy to understand. They also have a support
forum if you need help, as well as an accessibility forum. I'm
somewhat active on these, though not as much as I'd like.

XAMPP just gives you a server to work on using your local machine, ie,
your desktop or laptop computer. Unless you configure it up
specially--which I would not recommend--then the site has no internet
access. Having said that, though, it's pretty easy doing a few
search-&replace edits to the database using specialized tools, to
transfer the site on your local computer to a hosting provider in
order to put the site on the worldwide web. I've always said the
reason we're called web professinals is that no one sees how many
times we blow up a site because we build it on a local machine first
lol.
wordpress.com allows a person to host their site on their platform.
They have both free & paid hosting plans. Using the free plan, you
can't install plugins or other 3rd-party software.
wordpress.org is where you get WordPress files from when you host a
website w/a hosting provider other than wordpress.com.
I hope my explanations are clear, but feel free to ask questions,
either here or on the wp for newbies list.
