[program-l] not allowing admin requests

I'm struggling with having 50 or more people try and ask to be an admin on a
website i host that uses Droople as its CMS.
I cannot find, in the admin pages or help files, how to turn off the ability
for people to request said admin accounts.
Also, I've got a list of several hundred requests and it is not apparent how to
get rid of them all at once.
