OK. That command doesn't work for me because I don't have admin rights. I did 
it by opening notepad and saving an empty file.

I just tried the following at a command prompt in Windows 7:
fsutil file createnew FileName Size

Example
fsutil file createnew rod.txt 0

It created rod.txt with the size of 0 bytes.
