I can comfortably say that the latest version of Visual Studio 2017 is the most
accessible we've released. You can download the express edition of it here:

You'll also want to make sure you're on the latest version of Windows 10.
While the accessibility on older versions of Windows is still really good,
there are some fixes for OS bugs that have been released in the later versions
of Windows.
