[program-l] VSCode and JAWS 19 not maintaining virtual buffer.

Hi,

 

When starting VSCode 1.29 while JAWS 19 is running, it appears that the
virtual buffer is not created or turned on. This happens most of the time,
and VSCode acts as expected a small portion of the time. Is this a VSCode
problem or JAWS problem?
