[program-l] Uncompiling .chm files

A long time ago, in a galaxy far away, somebody on this list posted a
message describing a command-line method for taking a .chm help file and
extracting its component HTML.  I've lost my copy of the message somewhere,
but would be eternally grateful if anybody could post a copy.
