If you come from Eclipse, I can very much understand why it turned you off at
the time :) So, your chosen programming language is c#. That, in my humble
opinion, pretty much makes the choice for you regarding an IDE, you want Visual
Studio 2019 Community.
Both Visual Studio and Visual Studio Code, at least if it is up to me, have
better accessibility than any other IDE out there today, except perhaps
Emacspeak once you get good at it.
VS Code, though, doesn't work as well for c# as the IDE does at least when I
tried it a while ago. I like VS Code's autocomplete and speediness better than
the IDE, especially for languages like Python, JavaScript and ELixir, but I
think for c# the IDE will serve you better.
Just for completeness though, here's a few links to get you started:

This will guide you through getting started with c# in VS Code if you want to
go that route. I think that is mostly viable if you want to develop web apps or
Windows 10 apps using .NET core, but that page should give you all you need to
know.
If you want to go for the IDE, I recommend grabbing the latest preview version,
which is downloadable for free here:

Dante, who is also on this list, can be reached with any VS accessibility
feedback, and being on the preview makes sure you see the fixes to those as
soon as possible.

I learned programming in Java with the Eclipse IDE many years ago, but
decided at that time, that I would not focus on programming in my
professional life mainly due to poor screen reader support in the IDEs
available at that time.
Now I consider getting back into programming again and have decided to
start by learning C#. - What IDE would you suggest that I start
familiarizing myself with being a screen reader user?
I'm usually working on a Windows platform with Jaws or NVDA.
