Oracle has pretty much all of their documentation available both on the web and
downloadable (via zip) from where you can expand it locally onto your machine.
I often simply do a google search; in this case my terms were: "oracle
documentation 11g 11.2 External Tables". This was the first reference which
looks promising for your needs.
