It is a local install. There is 15GB of hardware memory available to the
system, and 256MB available for php. I think it had to do with server
timeouts on packages.org because it magically started working this
afternoon.

It is possible that there is too little PHP memory allocated. Is this a local
site or one on a server? Check Composer and Drupal for PHP memory limit and go
from there.

Subject: [program-l] Managing a Drupal 8 site
Hi,
For those who use Drupal 8, how do you manage your install? My impression is
that most people use composer and drush. However, composer keeps timing out on
an update for a Drupal site. Any ideas how to handle this problem?
