[program-l] How to move cursor out of edit box in IntelliJ?

Hey all,
I can not move out of the edit box in Intellij by pressing tab or ctrl+tab
in windows with nvda.
Is this an accessibility issue or should I use a different shortcut?
For instance, I open new class dialog from the new menu and then type the
name of the class.
In this dialog, even if the dialog box is not a rich text box, pressing tab
does not traverse to other parts of the UI.
