Looking at the Makefile under the install section, it references using sudo,
which suggests that this is not meant to be run under Windows.

Maybe try Windows Subsystem for Linux (WSL) and search for how to install
development-related tools, then clone the repository and try the steps
again. I'm glossing over a lot, ask if you have other questions.

complicating things. It is not so important to install a Linux environment and 
learn it. My idea is to be able to run it under Windows, if I could.
