Hi Craig,

I did some more testing of the new UTF-8 logic, this time with LANG
unset and also at a linux console.  The results were disappointing.

The ps program performed far better than top, largely because it uses
the original escape functions.

But with the attached patches, both programs now yield similar results. They handle multi-byte strings better than the 3.3.16 versions, with or
without a proper locale.

And now the newlib branch is even better than master when it comes to
program names (cmd) if they contain a multi-byte string (especially if it's been truncated).
