Ok, it looks like the header was broken in commit 
53fb85fce5c06708abd2cad43d1193a90df69c51; it still works fine in commit 
88f82de05c0c6d4f9056e1e3a1bfcb73d3a12413.  Sami is doing some heavy refactoring 
on the 2012wk10 branch in his repo, so I assume this is just fallout from that 
and he probably already has a fix that he just hasn't pushed yet.

It doesn't appear Rackspace's webmail client has any configurable settings to 
change the content type when composing new emails.  Sorry. :(
