[procps] an issue and a bug

Hi Craig,

Attached are 2 sets of 2 patches each for the master and newlib branches.

There is one shared/equivalent patch improving command line parsing (that nobody is ever likely to notice or appreciate).

The other patches are related only in that they deal with Summary Area cpu statistics. One is a bug fix (newlib) and the other addresses an issue (master).
