I just went through all the documentation and cannot find where to disable the
file_uploads. I the following in the code:

""### - File upload is disabled in your PHP configuration, and your form "

But I can't find any info about the syntax in the configuration and where in
the form I would specify this. This seems hard to believe that their is no
documentation about a feature that is a selling point.
