The script doesn't have to interpret the &quot; The browser does that when it 
sends the data. If you have the above HTML in your browser, when you click 
submit, the script on the other end will receive: 

"Mary said, "Hi."" 

I'm not sure why you have those extra quotes at the beginning and end, but 
with the HTML you show above, that is what the script will receive.
