[phoenix-project] Windows code for expEYES

Hello,
A native GUI program to use expEYES from MSWindows along with an easy
installer is now available. This is from Dr.Ambar
Chatterjee<http://www.tifr.res.in/%7Epell/lamps_files/contact.html>,
Head, Nuclear Physics Division, BARC, Mumbai, and the special
team<http://expeyes.herobo.com/contact.html>he has made for this work.
His decades of experience in developing high
speed data acquisition systems for nuclear physics experiments put to use
during whatever free time he could manage has resulted in this work.
This website <http://expeyes.herobo.com/index.html> has the details along
with the code. It is not yet complete but feedback at this stage would be
useful.
