[pedevel] recent Pe patches

A GCI student recently added .recipe file syntax highlighting to Pe, this
is patch3

patch2 may need to be adjusted if FindPath makes more sense to use for
those cases.
Can someone with Pe commit access review and adjust these and get them
applied? I'd like to get Pe with .recipe syntax highlighting into Haiku
soon since we have several students working on several .recipes for the
next few weeks here.
