-=PCTechTalk=- Win98 restart-without-reboot problem

For years Win98 users such as me have been having freeze-ups when
"Windows is now restarting..." appears in certain situations, e.g.
when certain display/video settings are changed.

Was there ever a reliable solution to this?  I seem to think it was
having the most recent version of DirectX or something else M'soft,
but never found out for sure.
