Someone was recently having a problem with resizing a photo.  I found this 
in a Cloud 8 newsletter:
Resize My Photos is a freeware application for resizing multiple images. The 
interface is very easy and intuitive to use and can be customized according 
to your preferences. Resize My Photos even allows you to drag and drop files 
or folders from the Windows Explorer or add them through a right-click 
context menu. It simply saves you lot's of time and effort!

Unlike many similar software, Resize My Photos is a light weight program 
that runs fast and flawlessly without taking up a lot of resources. Just 
download and run the setup file and you will be ready to resize your images 
in a few minutes! And best of all it's totally FREE TO USE without any nags, 
ads or time limits!

I have not tried it but it sounds good.
