You might see if the Reg-entry has been changed or edit the reg-entry.  To 
enable/disable the Recycle Bin
   
  [Start] [Run] [Regedit]
Registry Key: 
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\BitBucket
Doubleclick on NukeOnDelete
Setting for Value Data: [0 = Use Recycle Bin / 1 = Permanently Delete]
Reboot
