If you go to the security settings, in the INTERNET ZONE, you hist CUSTOM and you will then see all the options. One of the ones that's on DISABLED is probably whats causing the block. Have you tried that? But, in general, you fix that under TOOLS | INTERNET OPTIONS | SECURITY.
