I would suggest checking the BIOS to make sure that the floppy drive is enabled and check to make sure that the repairman didn't just reverse the ribbon cable. You first need to make sure all the cables are plugged in, and if so, I would borrow another floppy drive and try that. If it works then, you will need to replace your drive.
