Roger,
    Your question is most profound, my friend.  Do we want it?

    On the one hand, ALL of the airwaves were free (by naturalized right, no 
less) until the FCC came along and started charging fees which limit the 
regular folks from having any way in the matter.  My own makeup strongly 
opposes more and more government involvement and regulation in our lives and 
having them debate stuff like this is no exception.

    On the other hand, I can also see a 'free' lite version of broadband 
(200k is their minimum definition of the term) drawing enough folks away 
from other, more expensive plans where the premium services would have no 
choice but to gouge us less for faster plans in order for them to survive. 
200k is a perfect speed for those who only want faster speeds for browser 
surfing, email and an occasional YouTube view.  Since these high-speed 
companies love to say that most folks don't come anywhere near the FAP-type 
limitations they impose, this would also prove to the rest of us how much 
they've been lying just to increase their profits.

    There's a lot to consider, but none of it matters to the individual 
unless "We The People", get involved in the process.  Unfortunately, most 
folks have happily given away their interest (and power) in such causes.
