  Its an ActiveX control. You only need it if you're running applications or 
programs that use it. In my case, I was trying to run SigMan (which Keyboard 
Cowboy introduced us to for auto-changing the email signature). Sigman requires 
this file plus a few others. I honestly thought SigMan would have installed 
them. I ran SigMan at work with no problem. So, when I get into work I'll check 
to see if it was already there or if SigMan put it in there.
  In general, if a program uses it, they should usually put the files in and 
register them automatically for you. That's why most people didn't have it. I 
just thought it was a set of other more important files... in other words, I 
though my system was compromised somehow. With 4 servers running 24/7 on my 
second computer, which is networked to my main computer that I'm using now, 
that possibility is always on my mind.
