Firefox's Safe Mode is just a way to run the browser with all extensions and plugins disabled. It may disable some other things as well, but the idea is to use it when you want to run Firefox in a 'bare-bones' mode. It comes in handy when you want to see if one of your installed extensions is causing trouble with a site you're trying to reach.
