Most resellers will post the noise specs for a power supply.  If they don't, 
you can go to the maker's website and look them up there.  They will be 
listed in terms of dB (decibels) and the lower the number, the quieter the 
unit will be.  Some makers have entire lines designed for quiet operation. 
For instance, PC Power & Cooling has a series called Silencer that is 
specifically made to be whisper quiet.

I do most of my online window shopping at Newegg.com because they are 
usually really good at giving complete descriptions of the stuff they sell. 
They also have reviews that are sent in by folks who have purchased the 
product, so you can see what others have to say about how well it performs 
in their systems.
