Service packs normally become mandatory a year after they are
released. After that, Microsoft generally stops issuing security
updates for earlier revisions.

As I recall, they extended the deadline for SP2, because so many
vendors didn't comply with the rules, and therefore had to become
compliant quickly.

SP3 is a relatively minor service pack; it is basically just all of
the security patches and bugfixes issued since SP2. You must have SP2
installed already.
