[pchelpers] Windows Vista Cursor

Friend has a new laptop with Windows Vista. I am having trouble since
everywhere I move the cursor without clicking on an icon the program
comes up by itself when the cursor stops on it. How do I get it turned
off so that I have to click on something before it opens? I remember
having shut it off on my own system but I cannot remember what it is
called so I can find it in search.
