The monsoons have never started as early as May15...they can start by June
15, but usually start around July 4th. I have also heard in years where we
get a lot of rain in the winter they can be quite weak.

It's always been the dew point at 55 and it never starts before the 4th
of July. Whomever came up with June 15th as the start of monsoon should
not have his/her job.
