[oxnatbees] Flower identification

I was delighted to see honey and bumble bees all over this tree in a local 
garden yesterday, I think it explains the yellow pollen still have being taken 
in by the girls. 

Anyone with a horticultural brain know what it is, and whether it should be 
flowering now?  I think I may need one as an addition to my garden for some 
winter forage.  It’s beautiful too!
