You are probably right about the Bushtits. But we should always leave the 
species without a subspecific designation on the eBird lists.
What does this exactly mean?  Does it mean that I should not have the 
Green-winged Teal (American) as an option on all of my county review lists?  
Currently I have that option and it is set to the same filter number as 
Green-winged Teal.  I have done this (mostly) with species that have an obvious 
regional form or subspecific form to that county (e.g. Willit (Western) in 
Coos/Curry).

Can you tell the two bushtits apart by sound? I don’t think I can. So any 
"heard only" bird should always be left as the species, not indicated at a 
subspecific level.
Agreed, though I admit that I am guilty some of the time during breeding season 
with flickers and song sparrows, etc.

Regarding Western Gulls, my impression is you are correct again, but I 
hesitate to make people prove they had a “pure” Western Gull given the 
continuous variation among Olympic gulls. Just seems like a can of worms that 
will >aggravate everyone. Keeping the number low and encouraging collection of 
decent photos seems better to me. Just my opinion.
The thing that I worry about is that people, researchers included, will get the 
idea that Western Gulls are regularly encountered inland.  Looking at photos in 
eBird, there are some misidentified hybrids labeled as Western Gulls inland in 
Oregon, but for the most part, I see photos that are solid.

Do you think Wasco County should have both subspecies of Bushtit?
I bet that there is overlap in Wasco County, but I might put both subspecies at 
zero until we suss out with photos which is more common.

I’m not sure what to do about Westerns. I have them set at ten for all the 
counties east of Hood River. Should I set them at one? zero?
I think Doug has a point, but I might set the filter at 1 and be ready to 
educate from there.
