table locked from n minutes

Hi All,
 
Is there a way to know that a table has been locked for n minutes ?
 
( Because a session may lock it and release it several times (depending
up on the code). )
 
We have a requirement to kill a session if it locks a table for n
minutes.
 
Can somebody through somelight on this ?
