Joe,

        I believe you are correct, it is used by the create database
command, before the database actually exists.  It's successful
completion creates the basic database schema owned by sys and allows you
to go to the open state.

When is sql.bsq called in the database creation process?  I don't see an
entry in catalog.sql or catproc.sql.  Is it called in nomout stage when
"create database ..." is issued?
