Duh, answered my own question. I forget to include AS SYSDBA in the
connection........

Ok, I have the newer sql dev 4.0.3.16 loaded.
I created a dba user for my dev environment and I can click on Tools -> Monitor
Sessions and see everything.
I then created a dba user for my prod environment but when I click on Tools ->
Monitor Sessions, I get:
ORA-00942: table or view does not exist

What did I forget to add?
