I have no idea what you've done, but if you download the 4.0.3 package that 
includes the 64 bit JDK, it's as simple as extracting and running the EXE

That's pretty much what I have done....I click and it doesn't show up.  I did 
download the newer jdk and install it.  It's not even asking me where that is...

It probably can't find java

 

Launch sql developer from a cmd window, out of the install directory/bin 
subdirectory. You should see any error messages there.

I downloaded sql developer 4 and extracted it, downloaded the jdk 8 and 
installed.  Now when I click on sql dev app, nothing happens.  

How can I tell what it's doing?  Why isn't it working?
