You need to ask Oracle and get the answer in writing from them.   As 
usual when it comes to licensing, most judges will frown on a defense of 
"I read it on the internet".

If you don't see an explicit "you are allowed to redistribute", assume 
that you are not.  Way back when, no executables were redistributable 
without an agreement.  Things have changed several times, but (since the 
customer name goes into a database) you can assume that Oracle's primary 
intention is to identify potential customers ... and potential audit 
targets.  Protect yourself and your customers.
