show parameters parallel_max_servers shows a Value of 25 Only, after db startup

NOTE Values Lower than 25, if set, are reflecting Correctly in SQL> show
parameters Output

Qs - What is the Cause & what corrective action is needed to set
parallel_max_servers to a Value Higher than 25?

DB Server Machine = 8 CPUs
