Good point.

My discussion was based on datatype TIMESTAMP.

If OP is asking about SCN, a different scenario applies than what I 
answered.

Then again, SCN does not correspond to date/time, and only uses a 
mapping to assist in approximating a linkage between date/time and SCN 
number.
