oracle messaging gateway - setup

I am looking to set up Oracle Messaging Gateway on my server to send data to a 
partner.  It seems easy enough, but references to MQSERIES_HOME and/ or 
/opt/mqm/<files>  are being made.    Do I need to install an IBM MQ product or 
an oracle provided product?   Do I need a license for this?

Oracle support has told me several times to set up my MQSERIES_HOME but won't 
tell me what that means.
