This is a trend I've been seeing for well over a decade in Federal Government work. The "data architect" can specify all they want, and they know the actual work, skills, and headaches will all go to the smarter, more knowledgeable people (who get paid less) to figure out how to implement it, and then override those assinine decisions with actual case examples of how and why it won't work as advertised, then create something that will work effectively and cost efficiently.
