Are you doing a GUI install? If so then there's a new screen offering basic vs advanced storage devices at the storage selection stage. I believe iSCSI (and others) can be selected there. In 6.3 - the quickest vm topowerup I have - the iscsi (and fc etc) packages are all in the Base System group.
